چکیده

بحران کم‌آبی و افت سطح آب‌های زیرزمینی، به‌ویژه در مناطق خشک و نیمه‌خشک، چالش‌های جدی برای امنیت آبی و معیشت جوامع محلی ایجاد کرده است. طرح‌های تعادل‌بخشی منابع آب زیرزمینی به عنوان راهکاری برای مدیریت پایدار این منابع حیاتی، از اهمیت بسزایی برخوردارند. پژوهش حاضر با هدف بررسی و تحلیل دیدگاه‌های ذینفعان شامل کشاورزان، کارشناسان ادارات دولتی و اساتید دانشگاهی در خصوص اثربخشی طرح‌های تعادل‌بخشی منابع آب زیرزمینی در دشت بشرویه انجام شده است. این مطالعه با استفاده از روش پیمایشی و ابزار پرسشنامه، داده‌ها را از طریق نمونه‌گیری خوشه‌ای و هدفمند جمع‌آوری نموده و با استفاده از آزمون‌های آماری نظیر آلفای کرونباخ برای سنجش پایایی و آزمون تحلیل واریانس یک‌طرفه (ANOVA) برای مقایسه میانگین دیدگاه‌ها در نرم‌افزار SPSS مورد تجزیه و تحلیل قرار داده است. یافته‌های پژوهش نشان می‌دهد که درک و ارزیابی بحران آب و راهکارهای پیشنهادی بین گروه‌های مورد مطالعه تفاوت‌های معناداری دارد (P<0.001 و F=10.108). اساتید دانشگاهی بر اهمیت مدیریت جامع و بهبود زیرساخت‌ها تأکید بیشتری داشتند، در حالی که کشاورزان بیشتر بر راهکارهای سازه‌ای متمرکز بودند. همچنین، در ارزیابی اثربخشی طرح تعادل‌بخشی، کارشناسان و اساتید دیدگاه مثبت‌تری (>90 درصد) نسبت به کشاورزان داشتند. این پژوهش با برجسته‌سازی این اختلاف دیدگاه‌ها و تأکید بر لزوم رویکردی مشارکتی و چندوجهی، چارچوبی برای سیاست‌گذاری مؤثرتر در مدیریت منابع آب زیرزمینی در دشت بشرویه ارائه می‌دهد و بر اهمیت تلفیق دانش بومی و یافته‌های علمی برای دستیابی به پایداری منابع آب تأکید می‌نماید.

The water scarcity crisis and declining groundwater levels, particularly in arid and semi-arid regions, pose significant challenges to water security and the livelihoods of local communities. Groundwater Balancing Plans are critically important as a strategy for the sustainable management of these vital resources. This research aims to investigate and analyze the perspectives of key stakeholders, including farmers, government agency experts, and university professors, regarding the effectiveness of Groundwater Balancing Plans in the Bashruyeh Plain. Using a survey method and questionnaires, data were collected through cluster and purposive sampling and analyzed using statistical tests such as Cronbach's alpha for reliability assessment and one-way analysis of variance (ANOVA) for comparing mean perspectives in SPSS software. The findings reveal significant differences in the understanding and evaluation of the water crisis and proposed solutions among the studied groups (P<0.001, F=10.108). University professors placed greater emphasis on comprehensive management and infrastructure improvements, while farmers prioritized structural solutions. Furthermore, in evaluating the effectiveness of the Balancing Plans, experts and professors held more positive views (>90%) compared to farmers. By highlighting these differing perspectives and emphasizing the need for a participatory and multi-faceted approach, this research provides a framework for more effective policymaking in groundwater resource management in the Bashruyeh Plain and underscores the importance of integrating local knowledge and scientific findings to achieve water resource sustainability.
